Establishing Enterprise Architecture Governance for Countywide Digital Transformation

A major Texas county began a focused digital transformation initiative with a clear mandate: modernize its technology estate, reduce risk, and align IT investments more directly with county strategy.

Challenge

Application data existed, but it lacked structure and governance. Information was manually maintained and difficult to certify. Business applications were not consistently aligned to business services or functions. There were no standardized KPIs to support objective disposition decisions such as retire, maintain, or invest.

Without reliable data, leadership could not confidently assess portfolio health or determine whether applications supported long-term strategy. There was no consistent mechanism for attribute certification, and no dashboard capable of presenting the application landscape in a way that supported executive-level planning.

The county required more than documentation. It needed a governed Enterprise Architecture capability embedded in ServiceNow.

Solution

CoreX partnered with the county to implement ServiceNow Enterprise Architecture as the structured foundation for application portfolio governance.

The initiative began with collaborative workshops to review Enterprise Architecture functionality, assess the county’s application inventory import sheets, define attribute standards, and align how application services should appear within ITIL processes. The implementation included:

  • Installation and configuration of the ServiceNow Enterprise Architecture application
  • Creation of EA groups and role-based governance structures
  • Loading and cleansing of application datasets
  • Archiving legacy Business Application and Application Service records where necessary
  • Configuration of Enterprise Architecture Workspace including Insights, Portfolio Overview, Portfolio Health thresholds, and dashboard reporting
  • Enablement of data certification schedules tied to ownership accountability
  • Configuration of objective and subjective indicators to support application evaluation
  • Implementation of structured workflows for new application requests, retirements, and architecture reviews

The design emphasized out-of-the-box functionality, aligning with ServiceNow best practices while supporting the county’s defined maturity curve.

Training and knowledge transfer sessions ensured internal administrators and process owners were prepared to sustain and evolve the capability after go-live.

Results

By centralizing its application inventory within ServiceNow Enterprise Architecture, the county established a trusted system of record for business applications and their key attributes. Manual tracking was replaced with governed workflows and structured certification schedules, improving confidence in data accuracy.

For the first time, leadership gained standardized KPIs and portfolio health indicators capable of supporting objective application disposition decisions. Dashboards provided visibility into application fit, value, and operational status, enabling broader landscape evaluation in the short term and more defined metrics over time.

The foundation now supports future capabilities, including business capability mapping, integration documentation, and service mapping for tier-one applications. Most importantly, the county moved from reactive tracking to proactive portfolio governance, creating a scalable architecture discipline aligned with long-term digital strategy.
